Turn off /tɜrn‿ɔf/; an office /ən‿ɔfɪs/; clean air /kliːn‿er/. Link the final consonant smoothly to the following vowel without inserting another vowel. Read: An efficient city needs clean air and open spaces. Do not add an /r/ where neither word has one in the narrated American model.
Our ideal district has shaded paths, reliable buses and accessible public information. I am certain that people need safe routes to school. I am less certain that a new app alone will improve travel. For example, a large arrival display may help one passenger, while another needs a printed map or a staffed help point. What happens if the connection fails? A basic timetable should still be available. Who can help someone who cannot read the display? These questions should shape the design before money is spent on more devices. We also need to know what a traffic sensor records and when those records are deleted. My proposal is a small pilot reviewed with residents, not a claim that all delays will disappear. A smart district should make public services useful to different people.
Follow-up: Why keep paper maps?
Response: They provide another access route when a device, connection or user interface is unsuitable.
